With reference to your letter, No.21240/96 of the 28th October last, relative to the manner in which the stores sent from this country for the construction at the cost of the Colonial Government of certain new Barracks &c. at Hong Kong should be paid for by the Colony, I am directed by the Secretary of State for War to acquaint you for the information of the Secretary of State for the Colonies, that he has no objection to the course proposed, viz. that the General Officer Commanding or the Commanding Royal Engineer in the Colony should make out his demand on the Colonial Government, who would then send an indent to the Crown Agents for the Colonies for the required stores.

The necessary instructions have been sent to the General Officer Commanding in Hong Kong to adopt the above course in future.

I am to point out, however, that the procedure mentioned at the end of the War Office letter, Hong Kong 2/4832, dated the 12th October last, was in accordance with the system contemplated in the Treasury letter 15494/94 of the 24th October 1894 which was communicated
